It is commonly termed a " Military Schengen " as it is inspired by the EU's Schengen Area , but designated to aid the free movement of military units and assets throughout Europe via removal of bureaucratic barriers and improvement of infrastructure. Led by the Netherlands, the Military Mobility PESCO project aims to “simplify and standardize cross-border military transport procedures,” according to a description on the European Commission under the security and defence budget, military mobility is to be implemented through the Connecting Europe Facility (CEF), which will fund projects dedicated to enabl ing dual civil-military use of the TEN-T.

The Permanent Structured Cooperation (PESCO) is the structural integration pursued by 25 of the 28 national armed forces of the European Union (EU), based on Article 42.6 and Protocol 10 of the Treaty on European Union and incorporated in the Union's Common Security and Defence Policy (CSDP). PESCO was enabled by the Treaty of Lisbon in 2009 and initiated in 2017,1 with the initial integration 2017-12-15 of a military EU operations.
